Alphatrack Systems enters a third successive contract term with Norwich City Council — bigger, broader in scope, and still rooted in local delivery.
A Long-Term Partnership
When Alphatrack Systems first began delivering compliance services for Norwich City Council in 2012, smartphones were still a novelty, the Building Safety Act was over a decade away, and the idea of a 30-year service partnership was more dream than reality.
Fast forward to April 2026, and that relationship has entered its third successive contract term — putting Alphatrack Systems on course to reach 29 continuous years as Norwich City Council's chosen compliance services provider, should the contract realise its full term.
The re-awarded contract covers the maintenance, servicing, and installation of fire life safety, security, and electrical systems across Norwich City Council's substantial housing portfolio — over 18,000 homes, including rented and leasehold properties, and 26 sheltered schemes for older residents. It is a significant operational undertaking across a vast property estate, incorporating a scope spanning from fire detection and emergency lighting to automatic doors and dry risers.
Awarded following a tender process managed by Echelon on behalf of Norwich City Council, the contract carries an estimated value of £30 million over its 15-year duration.
Scope and Scale
What marks this latest term out, however, is not just its longevity — but its scale of evolution.
The contract is now significantly broader in scope and approximately four times the value of its predecessor, reflecting Norwich City Council's decision to bring a wider range of compliance services under a single arrangement. Alongside fire life safety, security, and electrical systems, the scope now includes domestic flat entrance door inspections, cold water storage tank inspections, and legionella risk assessments.
In practical terms, this shifts the arrangement away from a more traditional mechanical and electrical contract into something much closer to a fully integrated compliance and facilities management model. For Norwich, that means a more comprehensive, single-provider approach to managing critical safety and compliance obligations across its housing estate — reducing complexity, simplifying accountability, and creating a clearer line of responsibility.
The contract represents a shift in how compliance services are structured and delivered at scale — moving towards integrated models that prioritise simplicity, accountability, and operational continuity.
Local Knowledge
That evolution has been matched by a deliberate approach to delivery.
Rather than centralising operations, the contract continues to be delivered through a dedicated regional presence in Norwich — with its own office, engineering team, and management structure.
It is a model built on local knowledge and local accountability, and one that has consistently translated into strong performance over successive contract terms.
Just as importantly, the transition into this expanded scope has been carefully managed to minimise risk and preserve continuity.
By partnering with the incumbent providers of the newly added services, Alphatrack Systems has been able to integrate those workstreams in a controlled and collaborative way — ensuring continuity of service, compliance, and support for Norwich and its residents.
The Future
Taken together, the renewed contract reflects more than just the extension of a long-standing partnership.
